According to a letter written by Israeli Public Security Minister Avi Dichter, a Jew is not allowed to pray in any overt manner whatsoever on the Temple Mount in Jerusalem even if he is just moving his lips in prayer.
Israel's Supreme Court has ruled that it accepted the government's position that it was not opposed to individual Jewish prayer on the Temple Mount providing it was not of a demonstrative nature that could lead to public disorder. an arrest for expressing an outward sign of prayer. Dichter said that it was impossible to arrest a person for conversing with God; however, it was possible to carry out an arrest for expressing an outward sign of prayer.

The fact that the Israeli government can forbid a Jew from praying on the Temple Mount in Jerusalem is an indication that Bible prophecy will indeed be fulfilled and maybe in the near future.

A number of Jews, including members of the newly reformed Sanhedrin, have been visiting the Temple Mount and offering prayer on the spot on this Earth that is most sacred to the Jewish people. Dichter's order to forbid prayers on the Temple Mount will be met by refusal to obey Israeli law according to sources in the religious Jewish community.
