Iran's nuclear program topped the agenda for the two leaders, President Putin and Iran's President Ahmadinejad, with Iran seeking Russia's help in keeping new UN sanctions from being implemented. At the Caspian Sea Summit, the five states bordering the Caspian Sea, Russia, Iran, Azerbaijan, Kazakhstan, and Turkmenistan signed a declaration agreeing to never allow their territory to be used for an attack on one of the other signature nations.
